Throttle help....

The wife and I took our 1997 Bayliner Capri with a Force 120 h.p. motor to the lake today. After about an hour of tooling along, the throttle lever became stuck at 2000 rpm. I gave it a HARD tug, and it went to neutral. It seemed fine after this happened, but seemed a little stiff. Got the boat home, pulled the engine cover off, and had a neighbor move the throttle from foward to neutral and back repetedly. As he did this, I noticed the shifter cable seemed to move fine, but the cable to the carbs didnt. After about 10 min. of this, the cable to the carbs started to move. Any ideas on what could be the problem? Or the solution?
