Throttle Control problem Suzuki DT75

I have a 1989 DT 75 on a 1972 16' Falcon bass boat. Just bought boat and noticed that engine did not seem to run as strong as expected. After checking I noticed the butterflies on the carbs were only opening 1/3 to 1/2 when control box was at full throttle. I adjusted the throttle cable where it connects to the engine but this still does not give me near full throttle. What is the problem her? I can get a little more movement if I adjust where the throttle and transmission cables connect to the engine housing but this throws the transmission linkage out of place. Just don't want to do anymore adjusting till I figure out what's going on. The connecting rods between the carbs seem fine and the rod between the black lever, to which the throttle cable connects, and the carb rod seems ok. Any ideas would be appreciated. Thanks
