should there be any loose play here between the (gold color) rod and the housing (black)??

I don't think so, the black sleeve should move directly with the control level, your crimp screws may be loose.

I dont believe there is play there. I just went thru the full Link/Sync including those cable adjustments and dont recall any play once setup and mounted.

it isn't loose at the clamp down. the loose play is where the black tube (orange line) is sliding over the gold rod about a 1/4 inch when you move the throttle lever.
