throttle cable issue?

hello there 1995 wellcraft eclipse 232 with mercruiser 228/305, se116 outdrive, how can I check if my throttle cable need adjustment?

What makes you think it may need adjusting? What are yor symptoms?

I been having some issue with my rpm the boat doesnt go above 3100 rpm I already check everything from don list except for the throttle cable, I was using a 14 diameter 4 blade propeller 21 pitch, so I want to be sure is not something else, hey just to let you know I dont know if matters or not when I have the boat in neutral and I accelerated the engine goes up to 4300-4500 rpm without problems, I dont know if that is the proper way to check the throttle cable. thanks.

Pull the flame arrestor off the carb and see if the throttle plates open up fully when the throttle is at the WOT position.

You have too much prop pitch for that boat with that engine.

The 17 will be a 3 blade. But it is what I would go to.
