tashasdaddy may be right. PondTunes, I know why he has the OB, just not the hydrofoil . . . Sailboat hulls are so efficient at displacement speeds a small OB will get her around pretty good.
Might be for anti ventilation purposes. Might not reach the water sufficiently with that lift bracket and could draw down air into the prop otherwise...

Maybe that useless thing while in the water (agreed...they are useless), but out, hmmm...like a "Skeg Fender" sharpen the edges...rip a good scratch in a wayward pilots boat..teach'em a lesson...
I'd be willing to bet money he bought the motor used with the "wings" attached and never bothered to remove them. As for the diminutive size of the motor, anything over about 5hp would move that boat in relative calm water (anything bigger than 15hp would just burn extra gas.)
