Thermostat or no thermostat?

I brought my 1978 Honda 100 to a mechanic (disappointed) he said the cooling system is o.k. I removed the inlet manifold and found out there is no thermostat. Is it necessary to have a thermostat?

Generally a thermostat needs to be in place as part of the thermostats job is to reflect/deflect water within the head to various channels.
