In the beginning there was the plan,<br />and then came The Assumptions, <br />and The Assumptions were without form,<br />and The Plan was completely without substance,<br />and darkness was on the faces of those who worked<br />and they spoke to the Seargents anout The Plan and said,<br />"This is a crock of crap, and it really stinks", <br />and the Seargents went to their Lieutenants and said "It is a pail of dung and none can abideth it's odor!",<br />and the Lieutenants went to their Captains and said to them,<br />"This is a container of excrement, and it is very strong, such that none here may abideth it!",<br />And the Captains went to the Commanders and said to them, "It is a vessel of fertilizer and no one can abide its strength!"'<br />and the Commanders went to the Deputy Chiefs and said to them,<br />"It contains that which aids plant growth, and it is very strong!",<br />and the Deputy Chiefs went to the Chief and told him,<br />"It promoteth growth, and is very powerful!",<br />Then the Chief went to the Mayor and said unto him,<br />"THIS POWERFUL NEW PLAN WILL ACTIVELY PROMOTE THE GROWTH AND EFFICIENCY OF THE WHOLE DEPARTMENT AND THIS AREA IN PARTICULAR",<br />and the Mayor looked upon The Plan, and said that it was good, and The Plan became Policy.
