the dumbest question ever

i was recently given a zodiac inflatable with a silver fourstroke 5hp honda outboard(pretty good deal huh?). anyway on the tiller throttle, it twists only about a quarter turn total, and by the markings on the arm, it seems to only open to the "start" position. is this supposed to twist a lot farther to get more rpms? is there some sort of safety button i must depress to twist this the rest of the way or is the "start" position already WOT?<br />thanks for your help<br /><br />outboard dummy....

Put it in gear. That should allow the throttle to go past the "start" postion.

it does this as a safety precaution so you dont over rev it in neutral without any load on the motor. scroll down to the bottom left of this page and order yourself a manual.... its the best you can do for her!
