Thanks to those who have posted videos, and answers to questions on impeller replacement.
Here is what was not in posts I read
There is a plastic piece above the water pump, with 2 seals. This is in the repair kit.
On my engine, the seals had fallen out, and that's why the pump wasn't getting enough pressure.
Here is a summary from other posts which helped me:
watch videos on Utube, twice.
Disassemble in neutral.
do not remove last bolt, back it off 1/4 to 3/8" so unit does not fall.
5th Bolt (15 mm socket nut) on merc ELPH 60 is hidden under trim tab.
Clean every mating surface
center drive shaft in pump hole so drive shaft doesn't rub on pump housing
Wiggle fly wheel when re assembling to line up splines
Grease all bolts with marine grease.
run engine in large trash can or tank of water, do not use hose.
make sure engine shifts
