Testing Starter with jumper cables

How do you do this with an outboard? i cant seem to get it to do anything when i hook them up. no spark or anything. Am i doing i wrong?

its for a 71 Mercury 800.

A lot of the mercs had the starters mounted in rubber "doughnuts". This insulated them from the frame or block, which was grounded. Make sure the -12V jumper cable was on the body of the starter (there should be a ground bolt and cable, usually up high on the starter), and that the +12V jumper cable is on the electrical connection (usually down low on the starter). If it doesn't spin, you will need to remove and tear it down to see what is wrong.
