Tell Tale 1962 Johnson 40 HP

Can somebody advise on a telltale problem. I have water being pumped up from the lower unit because I removed the Thermostat cover and can see it. I forced air thru the system from the thermostat housing and feel it exiting the exhaust port and see the bubbles in the tank (garbage can) at the lower end. When I replace the Thermostat cap (thermostat removed) no water/telltale is visible at the exhaust. Is it that the pump is so weak that it can't overcome that little bit of resistance? The impeller isn't new but looks to be in good shape.

Water should be spitting and flowing pretty good out the exhaust relief port on the back of the leg. Do you have the motor deep enough in the tank? The water level should be a few inches below the exhaust relief port to assure the pump is actually immersed. The pump is not self-priming. If you're deep enough and she's still not pumping, replace the impeller.
