Teleflex Tach Jumping

I recently installed a tach (Teleflex Marine Sierra Amega 7k) on a 2005 Johnson 9.9 two-stroke (J10RELEO). I set the tach to 5P on the back. I pulled the signal, Ign and ground from a new harness directly connected to the OMC remote control unit.

The tach zeros out fine when power is applied and the instrument lights up just fine. When running, the RPM's seem to be reported lower than I would expect or believe them to be-- even at full throttle (in neutral or under load), I never get above 3000rpm and I read in the OMC manual that the engine is rated with RPM around 5000-5500 and I believe the engine is running around that based on my experience. Also under no prop load when I rev the engine the needle will reach about 3000 and then acutally jumps around and down to 2000rpm as I increase the acutal RPM's and then jumps around erratically.

I checked the voltage on the IGN to GRN and when running, it is high -- around 16+ volts but I've been told that could be normal for this engine and its configuration.

Are there any steps I can take to troubleshoot this a bit further?

Any OMC I've worked on should be set to "6".

According to the OEM Johnson 2005 Manual 9.9-30hp and the Teleflex Sierra literature for a two-stroke under 70hp Outboard it is 5.

For four strokes and any greater than 70hp and Sea drive units it is stated as 6.

I guess I could try the 6 setting to see if it works, thanks.
