Teleflex steering cable

I have a 1976 70 HP Johnson motor that I just replaced with a 1986 70HP Johnson motor. I went to install the teleflex cable that came off of the original motor to the replacement and the cable would go half way in the tube then stop. There is no obstruction inside the tube. Would both motors have a different inner diameter on the tube and or as well are teleflex cables between the 10 year difference and not the same?

There should not be a difference in the teleflex cable. I suspect a restriction (rust) in the tilt tube of the new motor.
