Teleflex steering cable not seized but stuck.

The steering on my Mariner 40 hp will not fully turn to the right as the steering bar through the tilt tube will not quite go all the way in. I have disconnected the cable from the helm and loosened the nuts where the steering piston goes into the tilt tube side. The cable and piston are not seized and can be moved in and out almost all the way. But in each direction, after about 9" of free movement it stops with a solid metallic thud. Is there something I am not doing to free this such as undoing the other end of the cable? Any help would be greatly appreciated.

When turned to the right, is your steering cable at the limit of it's travel? If so, you either live with it, adjust the link that goes to the motor to make it longer or get a longer link to the motor, that allows more turning. If the steering is not at the limit of it's travel, I am not sure what the issue is.
