Not sure if this is the best way, but I just jack up the trailer so all wheels are off the ground on jack stands. Have some spin each tire by hand then push on the actuator (may need to put your whole body into it). The wheel should of course stop. While still pushing against the actuator, have the other person try to spin by hand.
Also, there is usually a shock absorber which you have to overcome and it should push the acuator back. Although if your brakes are in as bad shape as they sound, the shock is probably worn out too.
I had a similar problem and ended up replacing the main brake line (was corroded where it ran inside the rail) and brake assemblies. Everything was corroded except the master cylinder. It's turning out to be somewhat of a waste of money, since the trailer is also corroding away (painted trailer). I quess my point is, take a good look at the whole trailer before investing too much money.
