suzuki dt 200 PTT question

[H-D OFFSHORE]

97 starboard dt200 trim will go down but not up. switched the wires at the relays still goes down no up. It is the 2 wire unit so replaced the motor (not fun) still no up? What am I over seeing, stumped?

I have jumped the motor straight to 12vdc, still no up. This new motor was bought off Ebay I think it is bad out of the box (looks like a new one). Are these cheap rebuilds ($200.00) or did I just get a fluke? and yes next time I will test it before I install it.
