suzuki df-15 2001 problem with gear? please help

BE WARNED IM A NOVICE, scratch that, pretty dumb with motors

2001 df-15 tiller suzuki outboard on a 1960 13' Boston whaler.

We keep having problems with the engine failing when pushing the choke in. Cleaned the carb and tested and it it runs great.

Today im making my way to the river via the creek and the motor stalls. It starts right back up with no problems, But when i put it back in the forward gear it starts to move but very slowly and the motor will not rev up no matter how much turn the throttle. I put it back in neutral give a small twist of the throttle and it revs up fine, try it in reverse and revs up and engages the prop as it should, back in forward and nothing. I deiced to lift the engine up and test it out of the water for a quick second( i know i shouldn't) turn the throttle and revs up fine and props fully engages , drop it back into the water and nothing, only revs up a little past idle.followed by a 20 min trip back to my dock.

I'm gonna have some friends look at it tomorrow but they are not boat experts and the closet dealer to me is at the NJ shore and im in philly. With the season coming to an end soon I really want to get this fixed.

*** also a couple of times with the boat in neutral when starting it with a little gas it will take off as if it drive.**

I don't know if this will help but it's worth a check. I had the same thing recently the jets were blocked so I cleaned the carb and reassembled worked great without load but as soon as it hit the water you could forget it. What it turned out to be was an air leak in the gasket between the inlet manifold and the carb it was easily solved with a smear of gasket maker and now runs fine.
