suzuki DF 115 surging

why does my 115 reach 3000 revs then keeps surging and will not go above 3000 no alarms sound and nothing on tacho monitor? any help appreciated!

I blamed it on a cold motor and or an empty fuel bulb. I can duplicate the surge by applying stationary throttle. (in neutral) Never happens if I let it warm up like I should.

thanks but this was a continuous condition warm or cold no feul problem

chanice: there is a lot of things that can cause surging. The one thing that sticks out is the 3000 rpm max. This can be caused by a failed neutral switch. If the neutral switch failed and is always on, engine speed is limited to 3000 rpm by intermittent fuel injection and ignition timing is fixed at BTDC 8 Degrees.

There are other causes but the max rpm @3000 points to the neutral switch.
You can check that with a meter. The procedure is a bit complicated. You would need a manual.
