Suzuki 115hp lean/rich settings

I am attempting to set the lean/richness on my 115. I had a "mechanic" that supposedly adjusted the carbs for me but I have discovered that everything else he was supposed to do he did not do or did exceptionally poorly. I was wondering if there was a default setting that would be a good starting point or if I will need to have a flow meter or any other devices. I currently have each out 2 turns from complete closed but it is not running properly. It is bogging down at WOT and is acting like it is getting too much gas. Any help would be greatly appreciated!

Read the plugs. They tell a story particularly well. Should be light beige to tan. Darkish = rich. Whitish = lean. Make a long wide open run. Immediately kill the engine without idling and read the plugs. I think the high speed jets are fixed and as such not adjustable. Idle mixture is generally adjustable. Set idle SPEED to spec. Starting with the bottom carb, adjust idle mixture in in 1/8 turn increments, pause for 30 seconds, then another 1/8 until engine begins to bog. Note the setting then turn the other way (outward or ccw) in 1/8 increments repeating the process until the engine bogs. Happiness is somewhere in between those two extremes. Repeat for the other carbs but always keep idle SPEED at spec. When you think you are done, readjust idle SPEED again and repeat the process. Lastly, do this IN THE WATER, not on muffs. Exhaust back pressure affects idle quality.

This is a very comprehensive and detailed approach ! Did not know that the engine in idle will bog in ultra rich setting as well ...
