Surge brake question

I just bought my boat. The guy I got it from tightend a bolt that looks like it should be loose for the brakes to work. The bolt is right behind the ball. I have a haulrite trailer. He also put on a new master cylinder. He did not bleed the brakes. What is a good way to bleed them.. THanks
