Stupid Question: How do these seats work?

We just restored our boat, and upon putting the two front seats back, we realized we don't know how the locking on these works. They are back to back seats made so you can extend them to lay down, move back and forth, and looks like they are supposed to go up into the notches to lock in, but they stay down and the seats just slide around. Are we missing something? I don't see how they are forced up and locked in.

I can't see the seats just the base but I did have a boat with the back to back seats. The way mine worked was, there was a strip of wood on the bottom of the seat that would stop it from laying flat. When you wanted the seat to lay down flat you just lifted the seat up a little bit so that the strip of wood cleared the base and it would lay down flat. The seats were ether all the way up or all the way down, no in between. Keep in mind this was a old boat and things have likely changed.
