Stuffing box won't budge

I tried to replace the flax in my packing gland, but could not get the lock nut or the packing nut to move. So, I put it off for another day, and launched... Fast forward 4 months and now I have a steady trickle of salt water coming in at rest, and way too much when in gear.

I have tried penetrating oils, some hammer tapping, and a brief session with a propane torch.

Any other ideas?

PB Blaster over several days, larger wrenches and do not do it while in the water

I've put half a can of PBBlaster on it over the last month. But, still trying.

I'll have better access once I can disconnect and move the other stuff that's in the way. If only there was such a thing as an open face impact wrench...

Some get bad enough they need to be cut, splitting the nut.
Many times putting enough heat on it also damages the hull.

Could go all the way and install dripless seals

I was going to say I've successfully used a big cold chisel on the jam nut before. Kinda gorilla style, but sometimes ya gota do what ya gota do.

I'd be pretty shy of heat as well.
