Your telltale line may just be plugged with debris.<br /><br />Unhook both ends and blow through it. Sometimes you have to clean out the discharge end with a paper clip.
Well. since I didn't know it was a 1966, forget everything I said. You do not have a "telltale".<br /><br />Time to drop the lower unit again. If the old pump was missing some pieces, they are probably up in the engine somewhere.
