Stiff steering - HELP

I have 2 Yamaha 30AE's which are controled through a cable drive steering. The steering is setup direct to one motor which then controls the second motor through a variable shaft. The problem is the second motor does not swing freely, and thus causes total steering to become very stiff. How do I make the motor swing freely - desparate for any help.

What is the restriction on the second motor? Both should turn freely.

i have isolated the problem motor (i.e. free from steering system and other motor), but it is still stiff. I think is has something to do with the shaft that the motor pivots on. i have clean and greased the shaft (as best i can without opening the whole thing - I don't have a manual) which improved the problem slitghly, but this motor is still very stiff compared to other motor.
