sticky fuel gauge?

Hey Guys ,I am still relatively new to the whole boating thing so please pardon my ignorance. I have a bayliner classic 19 foot with a mercruiser 3.0.

I have noticed that the last few times I have had my boat that my Fuel gauge is sticking at the full mark. I am not sure how to tell if it is the sensor in the tank or the gauge itself.

In additon I am wondering if I could have caused a problem by the way I fill up my boat. wwhen I ttake it to the station fill it until a little starts to spritz out of the vent hole.

Mine reads full until almost 1/2 the tank is gone. I know that when coming off plane if the needle starts to bounce that I'm down about 12 gallons. My guage (and most others) won't read accurately unless the tank is perfectly level which rarely happens on a boat. My sending unit is positioned in the back of the tank, and when it's under power, the fuel is all towards the back of the tank giving a false full reading.
