Stern Drive Won't stay extended

Ok, I had a mercruiser 120 with the pre alpha stern drive. I noticed that when extended it would slowly fall back down. There are no oil leaks anywhere. I figured it was valve body and replaced the trim motor and pump. The stern drive continues to slowly fall. Any ideas? Am I looking at new cylinders?

There should still be a rebuilding kit available for those, most likely the "O" ring seals are shot.
