Stern drive tilt

Have 90 invader Volvo 285 stern drive tilt mechanism will not come out, moves up 2 in and stops, any body know how to dissolve a hard o ring?

The flat large flange that contacts the suspension fork is retained with a bent over stainless washer that has to be folded down so that the flange will unscrew.
