steering shaft seal

i need some help. the engine and outdrive are removed for a warranty repair, should it still be an additional 11 hours to replace the steering shaft seal on a 1997 2800scr?

No, but if you are using a flat-rate shop, you may need to negotiate that. They are not getting full compensation for warranty work, so adding other work to the work order at the same time may result in them wanting to make up some of the lost revenue. If it were my shop, I'd be completely up front about it, but not try to charge you for 11 hours, maybe an additional 3...
