Steering seized?

Etec model R150DSLAAB with remote steering.
I know nothing about how “remote steering” works. Does this steering system need power to work?
Reason is I’m looking at a boat to buy that has not operated for two years. Steering seems locked/stuck. Stored under cover in an area that does not freeze. Motor installed in 2021. Used that summer and next, has been idle since.
I cannot imagine steering seizing up on a new system after two years. Can’t find any info online on how it actually works.

You most likely have a steering rack. No power needed. It’s basically a geared box that moves a pinion on the steering cable. I’d look for some type of interference where they join, or maybe the cable got kinked. If all looks OK then take a hard look at the cable itself- it may have corrosion inside.

Try turning the helm and see if it turns easily.-------If this is a G2 model it is " fly by wire ".-----Needs to be running and steered by helm I think.
