steering seized

i am new to boating.i just bought a 1995 rinker 190 captiva and i can't turn the steering.if i pull the pins on the steering ram i can move the outdrive.if unscrew the big nut on the end of the cable i can move steering wheel.does that mean i need a new steering ram?can they be disassembled? 4.3 inboard alpha one outdrive

probaly just need to remove the ram from the tube and clean it well, and lube it and should be good as long as its turning free, im fighting the same issue with my boat but my cable itself is bad. i cant even get the nut off the tube thats how bad mine is lol.

the inner part of the steering cable is corroded in the guide tube,
