Steering question.. new boat (to me)

i have a 20' proline, with a 75hp merc ob motor. i was just in the boat, turned the wheel and the engine wdn't turn. does the mtr have to be running for the the steering to engage/work?

Is the motor up, in trailer tilt and is there a transom saver on it? If not, ie,. the motor is down then normally it should turn.

the motor is down but will not turn.... i moved it down from the tilt position today. got in the trailered boat, thurn the wheel and nothing turns, wheel mtr, nothing.. seems locked up.. any suggestions??
