Steering Problems

My boat would not start for two weeks, I went today and played with the battery cables and she started. But the steering wheel is like it is locked, I cannot turn the steering wheel at all. Help first time boat owner.

The boat is a Bayliner Capri 1994

The engine is a Mecury Force 120hp and it has hydraulic steering.

Definitely helps to know what kind of motor. There's grease joints on there
somewhere, cables connected..etc. etc. etc.

first, the dumb questions.... is it on the trailer with a transom saver? did you make sure there is nothing against the lower unit stopping it from turning? also nothing in the splash well that would get in the way? check the knob on the bottom of the steering wheel and make sure it is lose if there is one. sorry but i gotta ask the dumb questions first.
