Steering Locked Up

I just purchased a 98 1703 trophy with a 98 force. The steering is locked up so i loosened the nut and the inner cable is free but the outer cable will not budge on motor port side. Any advice would be greatly appreciated, it is my first step of many to try to get this baby in the water safely.

Disconnect the cable from the engine and make sure the engine is free. If it is, try to operate the cable with it disconnected from the engine. If the cable won't move, you will need to disconnect it at the helm and probably get a new one.

You may be able to force white grease into it and loosen it up but it doesn't work all the time.

The motor turns fine with linkage off, and i can turn the wheel and the cable moves with the nut off of the motor, i believe its jammed up in the tilt tube.

The end of the cable is frozen in the tilt tube.I normaly use a air impact hammer and drive them out.Be sure to clean the inside of the tube,A 5/8 drill bit works very well it's the same size as the shaft.Use plenty of neverseeze or grease upon reassembly

I GOT IT WOOO HOOO!.I grabbed the tube nut with a pair of channelocks and the end of the cable with a good pair of vicegrips and a nice hard squeeze and twisted gently and it broke loose without any damage. There is alot of nasty black hard grease coming out so i m working it out.
