steering lock??

Hi,i just bought a 17 ft fishing boat with a 25hp pull start tohatsu outboard,when i put the engine onto the boat yesterday i could not make it turn with my hand or the steering system,,i am just wondering is there a steering lock or something i dont know about?any help appreciated

Bolt on the swivel bracket.

Could anybody explain what he means by swivel bracket??i am new to this and dont have an owners manual

There is a tension screw/bolt on the swivel bracket, most all small outboards have them.

you can get a copy of the owner's manual (for free) by going to the Tohatsu website at www.tohatsu.com. Click on the USA owners link, then go to the Tech Info section of the website. You'll find the owner's manuals listed there (Adobe PDF format) and you can download the one for your motor.
