Steering cable replacement nightmare/how to remove steering tube and swivel block?

Hi folks, hopefully this is an easy answer for someone as this is turning into a nightmare of a job. I started out trying to replace what I believe is the original steering cable in a 2001 Bayliner Capri 1950 Classic, due to issues.

Long story, but at this point the old cable doesn’t have enough room to be pulled out of the steering tube, so I was going to release the swivel block but it appears there are some sort of clips and an odd looking bolt holding it in place and I have spent hours trying to find instructions or videos for removing it…any help would be greatly appreciated:

...hopefully a mod can move it if necessary as it doesn't look like it allows me to edit where the topic is.

What usually happens is a PO has tied wires to it. As you know it's stiff so get the correct replacement and work it up to the helm.. clear All things that might be connected to it or you will have additional problems.

Trying to get the old one out to correctly reference a replacement, probably a NFB cable since I'm doing this anyways... But I don't think I can get a new one in without disconnecting the steering tube/swivel block for room first, that's why I'm stuck at this point and need to figure this out first.

Remove the bolts on top and bottom, then remove tube

Got it!

Shouldn't have been a 8-9hr job, but glad the old steering cable and helm assembly are all out finally.
