I replaced the head gasket and thermostat assembly in my 1984 Evinrude 8HP longshaft and took it out for our last boating trip for the year. Maybe I am just totally wrong here but it was steaming again after a few minutes of WOT. Now,when I assembled the new parts it did not steam but water was coming out the exhaust port.....On my 1976 55hp that is OK, and my old 1961 5.5 was OK, but not sure if this is OK on my motor. I never noticed this before when I first got it in the spring, but we did notice a lot of steam 6 weeks ago, which prompted my changing out the parts. Stat was working but looked bad. Gasket seemed OK but looked like the plugs were too clean for a 2 cycle motor. Maybe something else is wrong? Or am I just wrong here? Do these motors indeedsend water out exhaust? I can post a short video if that helps. The "pee stream" seems very good so I know pump is working, and water is COLD right now so who knows??? Any opinions appreciated.:(

The majority of the cooling water will come out of the exhaust port (thru the prop). The pee stream is simply an indicator that cooling water has reached the cylinder heads and is circulating. If the motor is running ok, then there is no water reaching the combustion chambers. Have you changed the impeller recently? My bet would be the rubber grommet that receives the copper intake tubing is bad or loose and spraying water up toward the powerhead and causing the steam. Cold water + hot exhaust = steam.
