Starting problem/Shift Cable adjustment

I own a 17' Starcraft w/ 4.3L V6 Mercruiser w/ Remove control and cables. The boat wouldn't start this spring at all. WD-40 into the carb. wouldn't make it even flinch. Anyway I brought it to a mechanic and he got it to start by shifting from reverse to neutral, but when he shifts from Forward to neutral...nothing at all. Cut off switch problem? Shift cable adjustment problem?
