Starting Issue with 30 HP 2 stroke Nissan outboard

I have to start the post by saying i am electrically challenged. My boat partially sunk last year upon pumping the water out and trying to start it, it would start and stall. I tried starting it then putting it in gear to rev the motor up to keep it running. Once I put the boat back in neutral it would no longer turn over. The boat will pull start with the key in the on position and you can turn the boat off with the key once its pull started. I have tested the starter and starter solenoid and both are good. I have power on the inbound side of the starter solenoid when I turn the key, just not on the outbound side that connects to the starter. There are two other smaller wires, one looks like a black ground that just connects to a bolt, and the other is a green wire that im not sure where it goes.

The boat runs fine now I have that sorted out I would just really like to be able to start it with the key. I have a buddy who is saying we could just bypass the electrical system and install a push button and run it to the battery and straight to the starter solenoid. Im just looking for ideas on where to look next to fix the key starting and any feedback on my buddies idea of just bypassing the electrical with a push button start, security of the boat is not a concern.

The green wire is the solenoid trigger from the key switch. It should have 12v when the switch is turned to start position. If that is not the case, the problem is likely with the wiring between the motor and switch, or a bad switch. Standard boat power troubleshooting -- not specific to any particular brand of outboard. OTOH, if the green wire comes live when the switch is turned to start, you have a bad solenoid or possibly a poor ground. See the diahram:

The key mechanism has a integrated push button, when key is pushed in will cause the electric choke to close butterfly, good for cold starts, if you bypass key with a push button will have an inoperative electric choke..
