Starting engine with cover off

I am trying to adjust the carb on my 1960, merc 9.8. How do I start it with cover off, or can I remove the cove(SAFELY??) while it is running? 12-Footer told me how to adjust carb just don't know how to get it running. Also said I need a Pilot(?), don't know what that is either. Thanks for everyones time and help.

First take it of when not running and check which parts will be moving when it runs (flywheel).<br /><br />Removing the cover while idling should be OK as long as you take care (also for your own safety).
