Starting 25 horse evinrude????

Hello
I'm new here, and to boat motors. I just got a jon boat with 1989 25 horse evinrude with pull start(E25RCEM). I don't have manual on how to start the motor. I did get an aftermarket manual on how to work on evinrudes.
There is a knob that looks like a choke on front of motor. It moves in and out. There are hoses attached to it and the carb. If I pull it out, it slides back in.
If I pump it in and out gas comes out of the hose(I pulled it off.)
When I start the motor I have to put my hand over the carb to get motor going first time. I am working through cleaning carbs and fuel pump, because motor surges when running and then dies. I can restart and then it surges and then dies. I will do compression test today, but it is hard to do when motor does not run run right. And I wonder what should I be doing with choke like thing.
As far as running motor out of water--how long can I run with muff thing? Is putting lower motor in tank of water better?
Oh, and what does WOT mean?

Hi Mary, Welcome to iboats, we are always glad to have the women, join us here. wot is wide open throttle, you can run on muffs forever, just don't leave the motor, they fall off, kids, and dogs, pull them off, and there have been many motors ruined that way. the knob is a primer pump, it's like a choke, but rather than block the carb, it shoots gas directly into the intake, it gives it the extra gas to start, the engine does not run to check compression. pull the plugs, and wires , screw in guage, and turn the engine over 4 revolutions. record the finding. also while the plugs are out check spark. use a rebuild kit on the carbs. and get the jets clean. post back your findings. start procedure, pump bulb on hose till hard, then pump primer knob 2 times, in neutral, throttle all the way it will go. pull 4 times, if no start repeat. once running you may need to pump the primer a time or 2 to keep it running. on muffs, do not rev over 1500 rpms. don not use starter fluid on the engine ever. good luck

I read that motor should be warm before doing compression test. It's okay to do on cold motor? Do both plugs come out to do test, or do you take out one hookup tester and then put plug back in--move to other plug and remove it?
When I did compression test on my bike (1973 K 750 Honda) I left the plugs in except the one I was testing.

Well, compression test on cold motor--right above 95 both cylinders.

I got new gas, and ran the motor while spraying seafoam into carb. The motor starts right up now, but it still won't do "WOT".

I went and bought carb rebuild kit and I will do that now. Does anyone know an easy way to set the float? Do you really need the special gauge? What is the measurement?
Anything I need to watch out for?

the float should be ok unless some one else has been messin' with it. When rebuilding the carb becarefull not to lose any parts and watch where they come from. the float should rise enough to fill the bowl but not pore out over the top. Use engine carb spray to clean everything. if it has a cork float go get a replacement brass one. Make sure you get the packing groments/gaskets for the needle valves

If all the parts are in place it won't run WOT in Neutral.
There's a safety stop connected to the shift lever to prevent over rev
when in Neutral.
