Starter Problems

I have a 40 horse Mercury 3 cylinder 2 stroke motor that I just replaced the starter on due to the Bendix not raising and engaging the flywheel. However, the Bendix on the new starter is not raising either. Where do I go from here?

Clean EVERY connection point no matter how good you think it is and it will work like it should.
