starter problem HELP!

when i try to start the boat the pinion spins up to start the boat, then falls down after a moment of turing the flywheel, then I just hear a buzzing noise (from the starter) after the pinion sits back down. The pinion is supposed to keep staying in the up position turing the flywheel until the boat starts. What could be causing this problem? we've tested the silenoid and jumped the starter. Also removed the plugs and the pinion stays in the up position . We were thinking bad brushes... but no clue if its an ignition or timing issue.

the Bendix would be like the #13 assembly, sounds like a weak spring

If the starter still has full voltage when the pinion gear drops, the the starter is bad. (brushes) If it's low, then the solenoid, battery, or a connection is bad.

Meter from starter power lug to frame ground and make it fail.

Pinion is the "bendix".

pinion and spring are two different parts. I just bought a brand new pinion for it as the old one was destroyed. I wonder if the spring also suffered damage or back to brushes (order new ones anyhow, but not new springs).

I believe we ran that test and it held power so we are isolating the starter. Just curious if timing or ignition controls could somehow affect this as well? or if all starter related.
