Starter not engaging?

I bought a black max 135 and when I turn the starter over brand new batteries tried batteries on my truck and the 2 new batteries in my boat the starter will not engage what will cause this?

Also bought a new starter thinking this may be the issue but does the same thing?

the amazon chinese motor is listed at 6 volts. I personally would not trust amazon parts

did you clean all the battery connections, including the pad mounting the starter to the block?

I tried connecting the ground to the starter directly and still dosnt engage did the same on the older starter ? Even out of the motor I plugged the ground up to the starter and touched rhe hot let to the hot and it spins but dosnt engage

Is it spinning in the correct direction ??
