If by unit, you mean the bendix (the part that goes up and down to engage the flywheel) you may have to remove the starter and take the bendix off to see what is obstructing it. They do go bad and are not very expensive.

What is bendix ? By unit I was refering to the starter motor itself, but I can see what you are getting at. Thank you.
