Starter Motor Grounding 1963 75hp

Motor in signature. I'm wondering how the starter motor grounds to the engine block. I have the Delco-Remy starter motor shown in the diagram. The two thru-bolts connect the top of the motor to the block at the top and a bracket connects the bottom of the starter motor to the block. It looks like the starter motor's top cap seats against the block at the top and the starter motor's bottom cap touches the mounting bracket which then touches the block. I've painted my block and I need to know if I need to remove paint to allow the bottom bracket to touch bare metal on the block as well as allowing the top cap to touch bare metal.

I guess this can be boiled down to a more general question: does grounding occur by having two items touch each other (say a bracket and the engine block) or, does grounding occur when the bolt head contacts the surface of one item (say a bracket) and then the threads of the bolt contact the threads of the block. If grounding occurs through the bolt, then I wouldn't have to remove paint from the surface of the block, I would just need to be sure that the bolt head contacts clean metal on the bracket. The starter gets its ground thru the bolts to the block; make sure bolt heads are touching bare metal and no paint in the bolt holes.
