Starter issues? 1985 Mercury 2 stroke 35hp

Replaced the starter with another used one and it was working great. Now symptoms have come back. Turn key and it just clicks. Battery fully charged. Could it be cranking amps or starter? Suggestions for best way to troubleshoot or diagnose?

Check for Corrosion on all Connections. Also look for Corrosion between the Connectors and the Cables. This also includes the Ground Connections/Cables
