Starter issue

I am having starting issues with a 40 HP 4-stroke Mercury. The starter engages the flywheel, but will not turn it. I was able to start it by repeatedly turning the key on and off and it would eventually start, but now it will not start. I can turn the flywheel by hand, so it is not froze up. I have a new battery and solenoid installed. I have cleaned all battery, solenoid, and starter connections, but no change. I have had the starter checked 2 times and they say it is good. The next thing I plan to do is replace my negative battery to starter cable, as it has a 3"-4" compressed area where my deep cycle battery had been on top of it. I will update my progress, but would appreciate any other trouble-shooting advice.

Disconnect, make shiny clean, and reattach the battery cable terminals. Remember, those cables need to be cleaned on both ends and tightened securely.
