Starter and trim/tilt problem. Is it the control?

Had problems (lag) with trim/tilt and starter. Both are situated at the throttle control. Is water or moisture the culprit? Trim/tilt worked but only if I held the button down for about 5 seconds. The engine started but only when I held the key in the "Start" position also for about 5-7 seconds. Both times I heard "clicking" noises coming from the engine before the motor and tilt/trim engaged. Any ideas??
