Start-up after sitting 3 years

I have a 93 Polaris 650 that hasn't been started in 3 years. I plan to try and start it and heres what I need to know.

1) I plan to premix my gas until I can verify that my oil injection is working. What ratio should I use?

2) Is it safe to fog these engines with Seafoam and run some through the fuel system also?

Any other suggestions would be appreciated.

Polaris is 40:1 mixture.

Put new fuel lines and take carbs off and clean then. Spray foggin oil into the cyclinders and do a compression check. Once all of that checks out fill fuel tank and squirt gas/oil mixture into each cyclinder to help get her started, you may need to rebuild the fuel pump or upgrade to a newer fuel pump. The old pump should only have three lines in and out, fuel in, fuel out and pulse line from engine. The newer pump has 5 lines, fuel in, pulse line, and three fuel out lines.
