Stalling problem

I have a 1987 DT 30 25 hp Suzuki outboard motor that stalls when I go to full throttle it idles fine the top spark plug is dry the bottom is wet with gas need help

test compression, spark, and timing
if all is well then have a fuel to air ration problem
